    Japan's fierce military aggression in China led the United States to enact trade sanctions against Japan in the hope that this would make the Japanese leaders to end their brutal war on China. This angered the Japanese who decided to ally themselves with Hitler's Germany & Mussolini's Italy. The Japanese signed the Tripartite (Axis) Pact on September 27, 1940.
