How after 1815 did continental countries respond to the challenge of industrialization?

After 1815, continental countries were ready, willing, and able to take on the challenge of industrialization. Some continental countries such as Russia and France had strong leadership within their governments who did not hesitate to use the same ideas that were making other countries successful. They also achieved success by actively promoted economic growth within their borders.
