    I think the President. Though the president can create foreign policies, he needs to work with Congress, especially in times of crisis. It is critical that both sides work together to make this policy to work on both ends.

    I think this is to avoid abuse by both parties. Aside from that, the writers of the Constitution allows the Congress to partake because they embody the different opinions and belief of the sovereign.

    In the Philippines, that would be the foreign policies between China and the Philippines. Recently, the current president is trying to settle the rift between the two countries. However, this would most likely resolve to another issue against the US.
