A common question asked by philosopher during the Enlightenment was "Does government have a responsibility to respect the rights of its citizens?" This was due to the abuses which had been taking place from the monarchy, where citizens basically had no rights and the rulers would decide everything. There was also a general question about whether the government had a responsibility to protect its citizens.
