    The first piece of legislation that was passed under the Johnson administration was the Civil Rights Act of 1964. This said that discrimination was not allowed in public places and business could not segregate or discriminate based on race, religion, sex, or national origin. The second piece f legislation would be the Voting Rights Act of 1965. This outlawed literacy tests which most of the South used to block blacks from voting and forced examiners to register all voters.
