    The answer is dark and somber. The Hollow Men are not sufficiently fiery to be fierce. Their saying is taking the path of least resistance. Its subjects are, in the same way as other of Eliot's lyrics, covering and fragmentary, yet it is perceived to be concerned most with post-World War I Europe under the Treaty.
