Why do people create, scruture and change government and I need it for an essay

People create and structure governments to create order (i. e. write laws for everyone to live by) and fight wars.

People change governments because as technology and culture changes, old laws/governments become obsolete. This is why we have amendments. So we can make changes when our changing technology/culture requires them.
