Why does the 10th Amendment make the Constitution seem bipolar?

    That is because the constitution was made to protect the people and establish how the federal government works in correlation to people. Then in the 10th amendment it actually works against the federal government because it enables states to pass laws that are not related to the federation. So it both establishes a strong federal government and means to counter it.
