The first five-year plan (1928-1932) was aimed at the elimination of private property (putting an end to the policy of the NEP) and the development of heavy industry and agriculture, the result of collectivization was famine. The second five-year (1932-1937) was to raise consumption and completely eliminate capitalism and class division. The focus was directed to the development of agriculture (including its complete mechanization) and light industry. The motto was to work for the growth of consumption, which is an improvement in living standards.
