The first five-year plan (1928-1932) was aimed at the elimination of private property (putting an end to the policy of the NEP) and the development of heavy industry and agriculture, the result of collectivization was famine. The second five-year (1932-1937) was to raise consumption and completely eliminate capitalism and class division.
