How did the muslim policy of ruling conquered peoples compare with that of the Byzantines and the persians

I believe the main difference is:

Byzantine and Persian were butchering people if they do not believe in their religion, but Muslims were not authorized to kill people of other religions, because Qur'an did not permit Muslims to force conversions to Islam.
