    The correct answer is Pope Alexander VI

    Spain and Portugal who were both Catholic countries were in constant strife over who gets to colonize what and take what territory and then Pope Alexander VI organized the Treaty of Todesillas where the demarcation line was placed and which resolved their conflict. It was still problematic however because other countries were not involved.
