How do slave and servant owners hope their fugitives will be identified

Many landowners, especially in Virginia found that runaway slaves were better and manageable than the servants since the slaves can be determined by their skin, so it was so easy to identify and to capture runaway servants. This lead to more slaves were preferred rather than the servants.
