Why are the three superpowers always at war, according to the brotherhood's handbook?

    According to the handbook, they are always at war because they can then use the products of the war as they see fit without actually raising the standard of living for people. The war is meant to be ongoing and not won because if it was over then everything would change as the governments might lose power to people which disliked them.
