    Here are the three steps governments follow to create public policy: 1. identifying the problem - once the government understands what the actual problem is, it can start to devise a plan for the public policy. 2. developing a plan - the making of the plan then ensues. 3. implementing a policy for the problem - in order to solve the problem, this policy is created to tackle the issue.
