The U. S. foreign policy in Europe was to literally rollback Communism.

The Soviets' foreign policy in Europe was to spread Communism and expand the Soviet Empire over all of Europe if possible. From 1981 to 1989, the Reagan years, the main goal was winning the Cold War and removing Communism everywhere possible.
