What were the limitations and the achievements of urban governments run by ethnic political machines?

They're good at getting things done but not good at listening to feedback and thoughts of a lot of different people. They can get things done fast but they lack the more human approach a lot of people are used to and may want. They have their good qualities and bad qualities.
