    The Mayans and the Aztecs had inhabited that area of central and northern South America for a long period of time and their sizes and domains changed over time which also changed borders. Their cultures often sometimes mixes as well and Tenochtitlan was a city just like that because it was an Aztec city but it had cultural elements of the Maya as well.
