What's the best explanation for international independence

I think the best explanation for this is that there are still countries like Puerto Rico that are not fully independent in the international aspect. They do have their own economy but they do not have their own passport, Puerto Ricans still have to use American passports due to this issue. The island is currently investigating ways to find full international independence.
