Congress approached Reconstruction after the Civil War wanting D. to penalize the south heavily for starting the war. Controlled by the Radical Republicans, Congress despised President Johnson's approach of basically reconciliation. Instead, Congress sought to divide the South into military districts overseen by the US Army. Additionally, Congress made a great deal of demands such as forcing the Southern states to ratify the 13th Amendment, which abolished slavery.
