Which reason best explains why the Confederation Congress established the Land Ordinance of 1785?

    It was important for Congress to control the western lands because the U. S. was in debt, mainly because it hadn't paid its soldiers. The Land Ordinance of 1785 split land into townships that could be sold off to pay those debts.
