Generally pretty well by the standards of the time. People were allowed to keep their local customs and gods and the local ruling classes would stay in power as long as they acknowledged Roman over-lordship. And Roman civilization could bring real benefits, such as protection from hostile tribes and an improved standard of living for those living in cities, such as roads plumbing, and public baths.
