What was the main reason why immigrants in cities became new voters in large numbers?

    Because in that period in time the goverment didnt want non-citizens to vote so ou would have to be a citizen, in order to become a citizen you have to take a test! Just think about your classroom there are many children, that is why they become voters in big groups because they have to take a test!
