    D. Some goods were rationed to free up resources for war production.

A country that enters into a war has many costs. While it's true that the U. S. pay a minor price comparing with other countries, costs were still stellar, and so some goods were rationed in order to free up resources for war production. some factories were converted into military factories and other little but important changes happened even in the United States.
