During Roman rule, local leaders were used to govern Judea. Among these leaders was Herod the Great. He transformed the country by engaging in numerous public works. He built the port of Caesarea on the coast and remodeled the temple in Jerusalem. This raised the status of Caesarea as an important commercial city. To supply fresh water for the city, Herod constructed an aqueduct upheld by six and a half mile line of arches. This aqueduct carried water from a spring near the base of Carmel mountain range. He supplemented the supply by adding a tunnel carved through six miles of limestone foothills to another source of fresh water creating a twelve and a half mile aqueduct - six miles tunnel, and six and a half miles over arches. He also constructed a sewer system in the city that ran and opened into the sea. He exploited the tidal action of the Mediterranean sea which at high tide would flush the sewer.
