Why would some people willingly give up their rights to the facist state

Most of the in a Fascist state you'll have the people that actually believe in the same opinions join first then comes the people that bandwagon on and then finally the ones that don't want to join or are willing to speak are scared into participation through intimidation look what happened in German during and before world war2
