Citizens would be able to form governments that ensure their interests.

The social contract would create a balance between rights and security for the individual. Between citizens and the state would be an agreement to create a safe, stable country. This agreement could take any form provide the contract was upheld.

Hobbes often argued in favor of monarchies in which the tradition of royalty would maintain the position of the state and the people would be provided rights but not at the expense of the state and overall safety. Monarchies could provide armies and protection in exchange for rights to participate in government.
