In 1961, President John F. Kennedy proposed a national goal of a man to land in the moon which was done during his speech before the US Congress noting "before this decade is out, of landing a man on the Moon and returning him safely to the Earth" which was then fulfilled when Neil Armstrong and Buzz Aldrin landed on the Moon in 1969 using the Apollo 11.

I concur with @Taskmasters it was President John Fitzgerald Kennedy that advocated the objective of being the first nation to land man on the Moon.
