What is the difference between the State Department and the Department of Defense? The State Department drafts foreign policy, and the Department of Defense implements foreign policy. The State Department is civilian run, and the Department of Defense is run by the military. The State Department deals with diplomacy, and the Department of Defense oversees the military. The State Department controls the military, and the Department of Defense is civilian based.

    The main difference between the State Department and the Department of Defense is that " The State Department deals with diplomacy, and the Department of Defense oversees the military" since these two jobs are separate but often intertwined in the sense that warfare comes out of a failure of diplomacy.
