Why did Brazil's government include settling the country's interior as part of its program to reduce poverty?

    Brazil’s government include settling the country’s interior as part of its program to reduce poverty because they see that they are rich in natural resources but there are many poor citizens still so they try to modernize their structures which i ncreased as more rural people have moved to the cities.
