Why did the United Nations authorize action against Iraq in early 1991?

A. Saddam Hussein and his Arab allies had bombed Israel.

    This would actually be done by them cutting off the shipments, and based on this, this would be handled mainly because of the fact that these people were practically neutral. They were not participating in the war, neither were they not going in. So they had a equal balance. And therefore, this would be one thing that they would have to do, to cut off oil shipments to the rest of the world.
