    This quote by Alexander II makes reference to the turning tide toward institutions such as slavery and serfdom worldwide. As Russia was westernizing and industrializing new ideas of human rights and representative government emerged. Alexander suggests with this quote that it is better to be in control of the decision and be proactive rather than have peasant revolts force the hand of a Tsar to end the serf system.
