    Answer: So they didn't want too address issue and the National Capital because they felt the build up of nuclear weapons was threatening the planet's survival. they didn't have money to pretest so he went through the streets and protested. In the end he burned the American flag. Burning the flag was against the law so he was arrested. Johnson brought it to the Supreme Court in the case of Texas vs. Gregory Lee Johnson. The law violated the freedom of speech. The public was mad so George H W Bush called for an amendment authorizing punishment of flag burners. Wasnt ratified.
