    The national government could not maintain order because one of the biggest problems was that the national government had no power to impose taxes. To avoid any perception of "taxation without representation," the Articles of Confederation allowed only state governments to levy taxes. To pay for its expenses, the national government had to request money from the states. The states, however, were often negligent in this duty, and so the national government was underfunded.

    Articles of Confederation was an agreement amount the thirteen original colonies of US. It served as its first constitution. It was ratified in early 1781.

    Although it gave congress power to pass laws but it had no power to enforce those laws, due to this the states could ignore those laws which they didn't like. Congress also didn't had any power to regulate trade an levy taxes.

    It was not easy to enforce laws as there was no provision for an executive leader or federal court system. Amending the articles was also also difficult as it required unanimous decision to do so
