PCR isnt necessary when using STR's, because PCR isolates the DNA fragments from genomic DNA by selective amplification of a specific region of DNA. PCR is also used for genetic fingerprinting. STR is used to identify victim, perpetrator, missing persons, and others. They both identify a person in different ways. So, only one would be necessary to use.
