    Power under confederation articles:

    The national government had the power to declare wars or make peace and make treaties with other governments. Even though the national government had this power, it lacked the necessary power to raise the army to fight in the battles. The navy or army was in control of the state and if governors failed to honor the national government request, the country would be left without defense.

    The Article of Confederation discrepancy is seen when the Massachusetts farmers who fought during the revolution rebelled against due debts that could lead to bankruptcy. The farmers were part of the battle and were promised payment but when it was time to deliver, the national government didn't have the money and this lead to court cases and rebellion.
