    40% is the same as 40/100. 40/100 is 648.

    Cross multiply

    40/100 = 648/x (letting x be the capacity)

    648x100 = 64800

    divide by 40 = 1620

    The capacity is 1620 gallons.

    40%=648

    divide both sides by 4

    10%=162

    times both sides by 10

    100%=1620

    answer is 1620 gallons
