We have a proportion: 9/10 = ?/70
Cross multiply: 10*? = 9*70
⇒? = 9*70/10 = 63
9/10 = 63/70.

In order to get 70 for the denominator you have to multiply 10 * 7. Also multiply the numerator by 7 to get 63/70.
9/10 = 63/70
