Since 4 is 16% of the cars that are blue in the parking lot, we can say that 1 car is 4% of the cars that are blue in the parking lot. Since 25 times 4 is 100 and 100 is the total number of percents, we can also say that there are 25 cars in total in the parking lot. Then, in order to find the cars that are not blue, then we can subtract 4 from 25, which brings us with 21 cars that are NOT blue. = ) Hope you understood!

    Answer: 21 non-blue cars

    4/25 = 0.16

    0.16 * 100 = 16%

    25 - 4 = 21

There are 21 non blue cars in the parking lot
