You can start by subtracting 8 from both sides.
so 7x-1=3y+8
-8 - 8
-1x-1=3y
8 is not multiplied by x, so you cannot subtract it from 7x. It would instead be 7x-1-8=7x-9.
7x-9=3y
You have to divide all of it:
(7x-9) / 3
so y=7/3x-3
