first, find the number in the thousands place ... it is 8 ... now look at the number directly to the right of it ...
* * if that number is 5 or above, u would round that 8 up to a 9
* * if that number is 4 or below, u would leave the 8 alone
so the number directly to the right of 8 is a 5 ... that means we have to round that 8 up to a 9
making ur answer : 29,000 < = = because 28,573 is closer to 29,000 then it is to 28,000
