We have the rule, first we do multiplication and division, then addition and subtraction
So that we have 4 + (-3) - 2x (-6) = (4-3) + 12 = 1+12=13

4 + (-3) - 2 * (-6)
4 + - 3 = 1 + - 2 x - 6 = 12
1 + 12 = 13
therefore, 13 is the correct answer.
