The proportion of 10% solution is

    ... (40 - 16) / (40 - 10) = 24/30 = 4/5

    (4/5) * 25 cc = 20 cc of 10% solution are needed.

    (1/5) * 25 cc = 5 cc of 40% solution are needed.
