Simplify 9 to the 2nd over 9 to the 7th.

The answer is 1. 9 over 9 is a whole, which is one. 1 to the second power is 1. 1 to the 7th power is 1. No matter how many exponents you put on 1, it will always stay one. So the answer is 1.
