A rational number is a number that can be expressed as a fraction (a/b) where a and b are integers and b is not equal to 0 (because you cannot divide by 0).
.35 can also be written as 35/100. 35 and 100 are both integers, and 100 is not equal to 0. so, by definition,.35 is rational.
