The rate for 40 meters in 10 seconds is
40m/10sec (40 meters per 10 seconds)
You can turn it into a different unit of measurement by multiplication or division.
For example, if you want the rate in 1 second, you divide both units by 10 (because there are 10 seconds, and 10 : 10 = 1).
40m/10sec then becomes
4m/1sec (4 meters per 1 second)
40 : 10 = 4, and 10 : 10 = 1
