On the state exam, 54 of Coretta's English students passed this year. Last year 33 students passed. What is the rate of change of passing scores between this year and last year? Round to the nearest tenth of a percent.

    The rate of changing between this year and last year is 21. If 54 of the students passed this year, but on; y 33 passed last year then the number of students decreased. All you have to do is subtract 33 from 54 which is 21.
