Pete's equation is 50+75h (this means 50+7 times 3 because h represents hours and it tells us that there are 3 hours so h is 3)

paul's equation is 75+50h (this means 75+50 times 3 because h represents hours and it tells us that there are 3 hours so h is 3)

paul charges less because 75+50h equals to 225 and 20+75h equals to 275 and 275 is more than 225 so paul charges less (paul is cheaper)

Paul is cheaper he wanted the worth work because if you give him 75. Now and 3 hrs. He gonna be there so add 50 3x that will be 150+75 is 225 all together
