    Step-by-step explanation:

    I first multiplied 490 by 3/7

    giving me 1470/7

    I divide 1470 by 7 giving me 210

    As I got 210

    I multiplied 210 with 2 and got 410/3

    I divided 410 by 3, getting 140.

It then said half of what was delivered was put into 5 pound bags, so

    140 * 1/2 or 140:2 is 70

    70 divided by 5 is 14

    They made 14 5-pound bags.
