Tia should Include random people not just dog owners in her community

    Step-by-step explanation:

Tia wants to find out how many people in her community would support a new dog park.

So she asks first 3 people she sees walking a dog on her block whether they want a new dog park in town.

Now this would be clearly a biased survey because she is surveying only dog owners who are walking their dogs on her block.

In order to make it unbiased she should expand the population for this survey and should include random people in her community not just people who own dogs.
