    Since it is perp. to y = 5x + 4, the slope would be the negative reciprocal of 5, which is - 1/5. In order to find the y-in. you have to plug in the values you already know into y=mx+b.

    -2 = - 1/5 (3) + b

    b=-7/5

    y = - 1/5x - 7/5
